Constantly auto-refreshes

Even though there is an option to turn auto refresh off and only refresh manually, the app refreshes every time I open it, even if its only been an hour since I last opened it. This is not the first time they have done this and is very irritating when I am trying to catch up on news I have missed and have to search for where I left off.
